Our Mission
Our mission is to create a cultural, educational, social and economic environment in which the arts can flourish, to enrich life in the Upper Catskills through the arts, and to preserve the cultural heritage of the Upper Catskills.

Since 1970, the Arts Council has served communities in the Upper Catskills by supporting and creating opportunities for area artists and arts organizations. The council has become a centerpiece of the regional arts landscape, working on behalf of the creative community.

We directly provide or facilitate artistic presentations to over 20,600 people in the region. Secondary audiences that enjoyed the free concerts, exhibitions and classes our activities help create bring the total to approximately 120,000.

Programs managed by the Arts Council include:

Decentralization Grant supporting over 100 cultural events in Otsego County
Creative Partnership Grant funding collaborative teaching ventures between professional artists and Otsego and Delaware County schools
Strategic Opportunity Stipend Grants helping artists in nine central New York counties
After school arts programming in ten ONC BOCES school districts
The Art School at Wilber Mansion providing a full curriculum of art instruction for all age groups
Fall and Spring Film Series at the historic Oneonta Theatre
Free literary and music performances at Wilber Mansion
Exhibitions at the Kubiak, Hathaway and Fine Craft Galleries in Wilber Mansion, featuring work by the region’s best contemporary and emerging artists

The Arts Council serves as the lead agency for the Otsego County Arts Alliance, a cooperative of 17 arts organizations. Additionally, the council facilitates development training programs for regional arts groups to support marketing, accounting, fundraising and programming efforts. We also provide technical assistance and sponsorships to individual artists seeking grant opportunities with other institutions.

This year the Arts Council will again partner with several organizations to create and promote local cultural events, including:

Hi Art & The Young People's Art Show, a regional exhibition of artwork by elementary, middle and highschool students held at Wilber Mansion and SUNY Oneonta
Otsego County Arts Education Stipend, awarding funding support to 12 high school students pursuing a college degree in the arts
City of the Hills Fine Arts Festival, a day-long festival of art and music in Oneonta benefiting the work of ARC Otsego
Voice!, a statewide exhibition of artwork by artists with developmental disabilities
Fall for the Arts, a county-wide multi-arts festival featuring performances, workshops and exhibitions by 15 Otsego County arts groups at Glimmerglass Opera
